I don't remember any candidates talking about Islamic terrorism in the midterm elections of 1998 or about the risk of investing in mortgage-backed securities in 2006. Now, as in 1966 and 1998, voters and candidates are leaving menacing foreign policy challenges to officeholders and credentialed experts, professional diplomats and military leaders. Something else that isn't being talked about in the campaign is what political scientists used to say politics was all about: economic redistribution.
